    Board of Education Press Release

    July 15, 2024

     

    The Carthage R-9 Board of Education met in regular session on Monday, July 15, 2024, 6:00 pm, at the Carthage South Technical Center.  Present were Board members Jeff Jones, Niki Cloud, Lora Phelps, Ryan Collier, Patrick Scott, Maria Sanchez, and Mark Westhoff.  

     

    Jeff Jones led the Pledge of Allegiance.  

     

    The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meeting, payment of bills, district financial report, date for tax rate hearing, and accept carpentry class storage bids.  

     

    Ms. Maria Sanchez reported she had no update for the Carthage R-9 School Foundation.  

     

    Dr. Luke Boyer, Superintendent, provided the Board information regarding the salary schedule for Speech-Language Pathologists for the 2024-2025 school year.  

     

    Dr. Boyer and the Board discussed investing $1MM in Old Missouri Bank from the school districts bank account at Southwest Missouri Bank.   Dr. Boyer provided the Board an IRS update.  Dr. Boyer stated late penalties are being challenged and the district has filed an appeal.  Dr. Boyer stated there has been no wrongdoing by past or present employees of the district.  

     

    Dr. Boyer updated the Board regarding the following:  

    • Jasper County Youth Fair was a great event in our community.  Many ag students participated throughout the fair events and did a great job.  The school district thanks the community for participating in the events/auction and for giving back to the youth.  

     

    The Board met in closed session immediately following the regular meeting to discuss legal, personnel, and student matters in compliance with Section 610.021 (1), (3), and (6) of the Revised Statutes of Missouri.  

     

    In closed session the Board approved the following personnel actions:  

     

    Approved the employment of certified, support, and substitute staff as presented contingent upon receiving a clear criminal record check from the Missouri Highway Patrol and Federal Bureau of Investigation, and a clear check of the Adult Abuse/Neglect Registry maintained by the Missouri Department of Social Services for all employees new to the district:

    July 24, 2024

    Board Retreat

     

    The Carthage R-9 Board of Education met in a board retreat on Wednesday, July 24, 2024, 6:00 pm, at the Carthage R-9 Administration Office. Present were Board members Jeff Jones, Niki Cloud, Lora Phelps, Ryan Collier, Patrick Scott, Maria Sanchez, and Mark Westhoff.

     

     Dr. Luke Boyer, Superintendent, and the board members discussed district goal setting. Dr. Boyer provided an update on school district comparisons, local and state revenue, district assessed valuation, debt payments, faculty comparison, and salary schedules.  

     

    Dr. Boyer and the board members discussed district planning with a focus on district needs and long term facility needs.

    August 5, 2024

     

    The Carthage R-9 Board of Education met in special session on Monday, August 5, 2024, 12:00 pm, at Carthage R-9 District Administration Office.  Present were board members Jeff Jones, Niki Cloud, Lora Phelps, and Patrick Scott.  Ryan Collier and Mark Westhoff attended via Zoom.  Maria Sanchez was absent.  

     

    The board members approved the agenda and adjourned to closed session to discuss personnel matters in compliance with Section 610.021 (3) of the Revised Statutes of Missouri.

    Board of Education Press Release

    August 19, 2024

     

    The Carthage R-9 Board of Education met in regular session on Monday, August 19, 2024, 6:00 pm, at the Carthage South Technical Center.  Present were Board members Jeff Jones, Niki Cloud, Lora Phelps, Ryan Collier, Patrick Scott, Maria Sanchez, and Mark Westhoff.  

     

    Jeff Jones led the Pledge of Allegiance.  

     

    Following a hearing on the district’s proposed tax rate, the Board established the total tax levy for 2024-2025 including Incidental Fund $2.7676, Debt Service Fund $0.8300, and Capital Projects Fund $0.2860 totaling at $3.8836.  

     

    The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meetings, payment of bills, district financial report, final FY24 budget, district assessment plan for 2024-2025, special education compliance plan, and sale of surplus property.  

     

    Dr. Holley Goodnight, Assistant Superintendent for Business, Mrs. Janeane Myhre, Food Service Director, Mr. Dan Hill, Maintenance Director, Mr. Don Cox, Safety Coordinator and Pleasant Valley Principal, and Mr. Ryan Huntley, Transportation Director, presented the MSIP 6 Standard: Leadership; Operations evaluative report to the board.  

    • Janeane Myhre, Food Service Director, reported on using Parent Square to communicate to families about completing the free and reduced meal application, staff training, increase meal participation by offering popular menu items more frequently, and utilizing distributors and local producers to procure foods of high nutritional value.  

    • Dan Hill, Maintenance Director, reported access controls are being added to all student areas, upgrades to the Welcome Center are completed, the elevator at Haffner Stadium has been ordered and will be installed after football season is complete, security cameras continue to be added throughout the district, a remodel has begun at North Tech Center to house the IT department, and the new baseball complex is making good progress with completion of Phase 1 mid-September and Phase 2 in November 2024.

    • Don Cox, Safety Coordinator and Pleasant Valley Principal, reported the district’s crisis manual is now digital and can be accessed by all staff, a new emergency management district team will be created as a result to the new ALICE training, monthly emergency drills are scheduled, the district continues to upgrade door security, and upgrades to surveillance cameras in buildings and buses.  

    • Ryan Huntley, Transportation Director, reported student ridership information, the annual bus inspection by the Missouri State Highway Patrol was completed and the district received a 90.7% score and the Exemplary School Bus Maintenance Award, annual driving training is conducted, new routing and trip request software have been implemented, fleet vehicles are being utilized to assist with district travel, and two buses have been added to the districts fleet.  

     

    Mrs. Crystal Brown, Director Carthage R-9 School Foundation, provided a Carthage R-9 Foundation update highlighting scholarship checks have been distributed, Trivia Night fundraiser will be held in February 2025, and Major Saver will kick off October 10, 2024.  Mrs. Brown reported on a new scholarship endowment in the name of Kirk Selvey and potential new endowments.  

     

    Dr. Boyer and the Board discussed adding Dr. Luke Boyer, Dr. Holley, Goodnight, and Dr. Matt Huntley, as authorized signers to the operating account at Southwest Missouri Bank and the investment account at Old Missouri Bank.  

     

    Dr. Boyer updated the Board regarding the following:    

    • First day of school was successful in all buildings.  

    • Thank you to all the administrators for the endless amount of time you put into the prep-work for new hire orientations, all trainings across the district, conferences attended, new teacher academy, and convocation.

    September 16, 2024

     

    The Carthage R-9 Board of Education met in regular session on Monday, September 16, 2024, 6:00 pm, at Carthage High School.  Present were Board members Mr. Jeff Jones, Mrs. Lora Phelps, Mr. Ryan Collier, Ms. Maria Sanchez, and Dr. Mark Westhoff.  Ms. Niki Cloud and Mr. Patrick Scott were absent.

    Carthage High School Students, Ms. River McCahon and Mr. Jonah Barrett provided a speech and debate presentation.  

     

    The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meeting, payment of bills, approve district financial report.  

     

    Mrs. Kim Ensminger, Early Childhood Director and Mrs. Kamie Bourgault, Parents as Teachers Director, presented the MSIP 6 Standard: Teaching and Learning (TL2) – Early Childhood Education evaluative report to the board.  Mrs. Ensminger provided class size information and funding sources for the Early Childhood Center.  An overview of kindergarten readiness ESGI data as well as literacy and math assessment data for Pre-K students was discussed.  Mrs. Bourgault stated there are ten parent educators in the district, all trained in the curriculum of home visitations and educational screening.  Improvement target progress regarding home visits, educational annual screenings, and group connections events was shared with the board.  

     

    Dr. Matt Huntley, Assistant Superintendent for Instruction, Dr. Gage Tiller, Carthage Technical Center Director, Dr. Scott Ragsdale, Principal Carthage Intermediate Center, and Dr. Brittany Bridges, Principal Carthage Junior High School shared a proposal for long term district strategic planning to the board. As part of the plan, a Portrait of a Graduate will be established. The Portrait will engage the community in a values-based discussion which will help shape the vision of what it means to be a successful Carthage student. The community will begin to see surveys and other information in the coming weeks, providing anyone interested the opportunity to participate in the process.  

     

    Ms. Maria Sanchez reported she had no update for the Carthage R-9 School Foundation.  

     

    Dr. Luke Boyer updated the Board regarding the following:  

    • Dr. Angela Holman reported on academic and extra-curricular activities happening at Carthage High School.  

    • Dr. Holley Goodnight gave an update on the McCune Brooks Regional Hospital Trust Baseball Complex.  Phase 1 is almost complete and Phase 2 is on track to finish in November 2024.  

    • Thank you to the Welcome Center staff and building registrars for the endless amount of time you put into enrolling students prior to school starting.  The district had a smooth start to the 24-25 school year.  

    • School threats through posts on social media are taken very seriously and investigated with law enforcement.  

    • September is attendance awareness month – let’s make every day count!

    • It’s National Art in Education Week and our students across the district are creating unique and fun art projects.  

    • Carthage School District is proud to join districts across the region in celebrating teachers with GOCSD Teacher Proud Tuesday.    

    • The 6th Grade GATES students learned what it takes to launch their own coffee business at Hatcher’s Coffee House.  Starting September 23rd, staff at the 6GC can look forward to coffee from the GATES students.    

    • Mark Twain is partnering with local businesses in the Community Helpers series, to help students learn the important work they do for our community.

    October 21, 2024

     

    The Carthage R-9 Board of Education met in regular session on Monday, October 21, 2024, 6:00 pm, at Columbian Elementary.  Present were Board members Mr. Jeff Jones, Mr. Ryan Collier, Mr. Patrick Scott, Ms. Maria Sanchez, and Dr. Mark Westhoff.  Mrs. Lora Phelps arrived after the meeting started.  Ms. Niki Cloud was absent.  

     

    Mr. Jeff Jones led the Pledge of Allegiance.  

     

    Columbian Elementary, third grade students presented on what they have learned about Missouri Geography.

     

    The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meetings, payment of bills, approve district financial report, and student ridership count and bus routes for 2024-2025.    

     

    Dr. Matt Huntley, Assistant Superintendent for Instruction, and Ms. Beth Hunt, Curriculum Director, presented the MSIP 6 Standard report regarding professional development.  

     

    Ms. Maria Sanchez provided a Carthage R-9 School Foundation update.  The Major Saver card campaign has kicked off and will end of October 23, 2024.  

     

    Ms. Becky Esrock and Dr. Tony Rossetti, Stifel Public Finance, provided the Carthage R-9 School District debt service overview.  

     

    Dr. Luke Boyer, Superintendent, provided ballot information to the board.  

     

    Dr. Boyer provided information regarding the FEMA Notice of Interest for a FEMA shelter.

    The Carthage R-9 Board of Education met in a work session on Wednesday, November 13, 2024, 6:00 pm, at Carthage R-9 District Administration Office.  Present were board members Jeff Jones, Niki Cloud, Lora Phelps, Ryan Collier, Maria Sanchez, and Mark Westhoff.  Patrick Scott attended via Zoom.

    Fairview Elementary, third grade students presented a writing piece they have completed this year.

     

    The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meetings, payment of bills, approve district financial report, amendments to FY25 budget, change order request #1 for Carthage stadium elevator, and establish filing dates for the annual board of education election.

     

    Rebecca Baker, KPM CPA’s, reviewed the FY24 audit report.  

     

    Dr. Luke Boyer, Superintendent, provided the Board information regarding the revised policies and regulations for their review and consideration of adoption at the December 16, 2024 board meeting.

     

    Dr. Boyer and the Board discussed a resolution for future ballot issues.  

     

    Dr. Boyer provided legislative priorities to the Board.  

     

    Ms. Sanchez and Dr. Westhoff volunteered to serve on the John T. Belcher Scholarship Selection Committee. The committee will select a nominee to represent the district in this competitive scholarship application process.

     

    Shelley Wilson, School Counselor & K-12 Counseling Department Chair and Jessica McDonald, District Counseling Specialist, presented the MSIP 6 Standard: Counseling and Advisement evaluative report to the Board.  

     

    Dr. Boyer presented the MSIP 6 Standard: Finances evaluative report to the Board. 

     

    Mr. Mark Holderbaum, Director of Athletics and Activities, and Dr. Angela Holman, High School Principal, appeared before the Board to review the 2024 Carthage High School fall sports.

    Jenna Calhoon was selected as the districts’ Missouri School Boards’ Association John T. Belcher Scholarship nominee.  Jenna will compete for a regional scholarship; one regional winner will be awarded a state-wide scholarship.  

     

    Ms. Maria Sanchez provided a Carthage R-9 School Foundation update highlighting the Trivia Night fundraiser will be held February 8th at Specialty Risk Insurance.

    March 12, 2025

     

    The Carthage R-9 Board of Education met in regular session on Wednesday, March 12, 2025, 6:00 pm, at Carthage Intermediate Center.  Present were Board members Mr. Jeff Jones, Ms. Niki Cloud, Mrs. Lora Phelps, Mr. Ryan Collier, Mr. Patrick Scott, Ms. Maria Sanchez, and Dr. Mark Westhoff.  

     

    Mr. Jeff Jones led the Pledge of Allegiance.  

     

    Tiger Sounds comprised of fourth and fifth grade choir students provided cheerful songs under the direction of vocal music teacher, Mrs. Carly Myers.  

     

    The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meeting, payment of bills, district financial report, and establish the K-12 nonresident tuition rates for the 2025-2026 school year.  

     

    The Board of Education was recognized for its service as part of the Board of Education Appreciation Week.  Mrs. Angie Haas and Mr. John Logue of the Carthage Community Teachers’ Association and Mrs. Libby Collier of the Carthage National Education Association thanked the Board of Education for its commitment to the children of Carthage.  Dr. Boyer presented each board member a certificate of appreciation from the Missouri School Boards’ Association.  

     

    Mrs. Stephanie Theis, Executive Director at Children’s Haven of Southwest Missouri, provided the Board information regarding Jasper County 4 Kids and the children’s services fund ballot initiative coming to Jasper County voters on April 8, 2025.  

     

    Dr. Scott Ragsdale, Carthage Intermediate Center Principal, provided information regarding 2025 summer school.  Kindergarten through eighth grade summer school will take place Thursday, May 29th – Wednesday, June 25th.  Bus transportation and breakfast and lunch will be provided free to all students.  High School summer school will take place Wednesday, May 28th – Wednesday, June 25th  with breakfast and lunch provided free to all students.  

     

    Ms. Maria Sanchez provided a Carthage R-9 School Foundation update highlighting scholarship applications are being reviewed.  For information regarding the upcoming Flanigan speech contest and Boylan art and writing contest contact Mrs. Crystal Brown.  

     

    Ms. Niki Cloud, Board Member, asked the Board for their consideration in nominating her for the MSBA Board of Directors for Region 9.  The Board nominated Ms. Cloud.  

     

    Dr. Holley Goodnight, Assistant Superintendent for Business, presented to the Board the proposal to purchase two lease return buses from Central States Bus Sale, Inc., for Early Childhood Special Education.  

     

    Dr. Luke Boyer, Superintendent, presented his report to the Board.

    Matt and Tracy Flanigan’s $200,000 donation provides endowed funds to expand the Bright Futures backpack food program at the high school level, grades 9-12.  

     

    The Board approved the official results of the April 8, 2025, school board of education, operating tax levy, and school bond election as certified by the Jasper County Clerk.  Ryan Collier and Niki Cloud were duly elected Carthage R-9 School District board members for three-year terms of office.  

     

    The Oath of Office was administered to Ryan Collier and Niki Cloud, by Jeff Jones, Board President.

    Dr. Brittany Bridges, Carthage Junior High School Principal, and Mrs. Lindsay Mikhail, Carthage Sixth Grade Center, Assistant Principal, presented information on The Tiger Standard to the Board.  

     

    Mrs. Jana Sawyer, Director of Language Programs, presented the MSIP 6 Standard: Language Services evaluative report to the Board.  

     

    Mrs. Amy Cristy, Communications Director, Dr. Matt Huntley, Assistant Superintendent for Instruction, and Mr. Don Cox, Title 1 Program Director, presented the MSIP 6 Standard: Community and Parent Involvement evaluative report to the Board.   

     

    Mrs. Crystal Brown, Carthage R-9 Foundation Director, provided a Carthage R-9 Foundation update highlighting scholarship selections have been made and winners will be announced at the senior academic awards night held May 5, 2025 at 6:30pm at Carthage High School.  

     

    Mrs. Becky Chadd, Columbian Elementary Principal, and Mrs. Michelle Hensley, Fairview Elementary Principal, presented information to the Board on the Kindergarten Camp pilot program that will take place at Columbian and Fairview Elementary.    

     

    Dr. Luke Boyer, Superintendent, provided to the Board information regarding revised Policy 5550 for their review and consideration of adoption at the May 19, 2025 board meeting.  

     

    Dr. Gage Tiller, Director, Carthage Technical Center, presented to the Board the proposed nonresident tuition rate at the Carthage Technical Center for the 2025-2026 school year.

    Belinda, Vanessa Chemistry Teacher, Carthage High School – Ms. Vaness is an experienced educator with a diverse background in science education and mental health services. She has 13 years of classroom experience teaching science subjects, primarily at the secondary level. Before teaching, she spent a decade as a counselor working with children and families. Ms. Vaness holds a Master of Behavioral Studies in Counseling Psychology and a Bachelor of Science in Biology/Secondary Science Education.

    Halverson, Anna, EL Teacher, Carthage High School – Ms. Halverson is an aspiring educator pursuing a Bachelor of Science in Education at Missouri Southern State University, with an expected graduation in May 2025. She is majoring in Elementary Education and obtain a K-12 English Language Learner (ELL) certification. Alongside her studies, she is completing an Interdisciplinary Studies degree at Ozark Christian College while she finishes her student teaching.

    DeVillers, Caitlin, Early Childhood Teacher, Pleasant Valley Elementary – Mrs. DeVillers is an experienced educator formerly employed by the district. She has served as the Librarian at Carthage Sixth Grade Center, has taught art and kindergarten at Steadley Elementary, as well as 5th grade in Nevada School District. She holds a BSE in Curriculum and Instruction and an MSE in Instructional Technology with a Library Media emphasis from Pittsburg State University and is certified in multiple teaching areas.

    Plumlee, Christina, SPED Teacher (Autism), Columbian Elementary – Ms. Plumlee is an experienced SPED Teacher with many years of experience in Carl Junction schools. She holds a Master of Science in Special Education from Arkansas State University and a Bachelor of Science in Elementary Education - Special Education from Grand Canyon University.

    Roach, Kylee, 3rd Grade Teacher, Columbian Elementary – Ms. Roach is an elementary and early childhood educator with a Bachelor of Science in Education from Missouri Southern State University, graduating summa cum laude in December 2024.     Dunivan McDowell, Sarah, Music Teacher, Columbian/Sixth Grade Center – Ms. Dunivan McDowell is a dedicated music educator with a Bachelor of Music Education from Pittsburg State University, where she specialized in voice. Since 2021, she has served as a K–2 music teacher at Winfield Scott Elementary in Fort Scott, KS.

    June 16, 2025

    The Carthage R-9 Board of Education met in regular session on Monday, May 19, 2025, 6:00 pm, at the Early Childhood Center.  Present were Board members Ms. Niki Cloud, Mrs. Lora Phelps, Dr. Mark Westhoff, and Mr. Jeff Jones.  Ms. Maria Sanchez and Mr. Patrick Scott attended via Zoom.  Mr. Ryan Collier was absent.

    The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meeting, payment of bills, district financial report, grant applications for 2025-2026, adopt revised policy, and re-adopt Southwest Missouri Bank transaction resolution.  

     

    Ms. Becky Esrock, Stifel Public Finance, reviewed the process for selling the general obligation bonds authorized by voters on April 8, 2025, for construction of an auditorium, including classroom space.  

     

    Dr. Luke Boyer, Superintendent, provided to the Board information regarding revised Regulation 4319, 4320, and 2610 for their review and consideration of adoption at the June 16, 2025 board meeting.  

     

    Dr. Holley Goodnight, Assistant Superintendent for Business, presented to the Board change order request #3 for the Carthage Stadium Elevator.  Dr. Goodnight, Assistant Superintendent for Business, presented to the Board the employee health insurance plan for the 2025-2026 school year. Dr. Goodnight stated the plan itself did not change as far as the benefits we provide for our fulltime employees. A review of the current plan’s funding levels and funding considerations for the future was conducted which resulted in a 4.00% increase in premiums for the 2025-2026 school year. Dr. Goodnight presented to the Board information regarding a third-party administrator for the employee health plan and stop-loss carrier for 2025-2026. Dr. Goodnight stated the district’s third party provider for medical benefits remained with BMI – Benefit Management Incorporated and XSRE Sirius as the stop-loss carrier.  

     

    Dr. Goodnight presented information to the Board regarding the CMAR (Construction Manager AtRisk) proposals and interviews conducted for the Carthage High School Auditorium.  Dr. Goodnight recommended Crossland Construction as the CMAR for the project.   Dr. Boyer presented the 2025-2026 budget review. Key areas discussed were revenues, expenses, fund balances, district debt payments, tax revenue, and assessed valuation. The Board will approve the preliminary budget during the June 16th board meeting with amendments made as the year progresses. Dr. Matt Huntley, Assistant Superintendent for Instruction, presented the MSIP 6: Comprehensive School Improvement Plan (Fall 2025 – Spring 2030) to the Board for their review and consideration of adoption at the June 16, 2025 board meeting.  

     

    Ms. Maria Sanchez reported she had no update for the Carthage R-9 School Foundation.

    Board of Education Press Release

    June 16, 2025

    The Carthage R-9 Board of Education met in regular session on Monday, June 16, 2025, 6:00 pm, at the Carthage South Technical Center – Community Room.  Present were Board members Ms. Niki Cloud, Mr. Ryan Collier, Mrs. Lora Phelps, Dr. Mark Westhoff, and Mr. Jeff Jones. Ms. Maria Sanchez arrived after the meeting started and Mr. Patrick Scott was absent.  

     

    Ms. Niki Cloud led the Pledge of Allegiance.  

     

    The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meeting, payment of bills, district financial report, re-adopt policy/regulation 0342 (nepotism, conflict of interest, and financial disclosure), and student transportation routes and average ridership counts for 2024-2025.  

     

    Mr. Matt Arnold, Director of Human Resources presented a MSIP 6 Standard Report on Leadership. An overview of the recruitment and onboarding process was discussed along with the districts health insurance plan and improvement target areas.

     

    Mrs. Catherine Steverson, Director of Information Technology, provided an evaluative report on Technology, MSIP 6 TL9, CSIP Goal V (Objectives C,D, and E). Topics addressed included communication with students, parents, and staff through ParentSquare, storage area network upgrade and installation, implementation of phishing training with staff and grades 7-12, expansion of Chromebook to 3rd graders, teacher professional development programs, online enrollment and back to school registration, implementation of online pay through infinite campus, and firewall upgrades.  

     

    Mr. Mark Holderbaum, Director of Athletics and Activities, and Dr. Angela Holman, High School Principal, appeared before the Board to review the 2024-2025 Carthage High School spring sports. Mr. Holderbaum highlighted performance awards, overall and COC records, team GPA’s, and future outlook.  

     

    Ms. Maria Sanchez provided a Carthage R-9 School Foundation update stating an overall total of $100,000 in scholarships were awarded for the 2024-2025 academic year.

     

    Dr. Luke Boyer, Superintendent, provided to the Board information regarding revised Regulations 4319, 4320, and 2610.

     

    Dr. Matt Huntley, Assistant Superintendent for Instruction, presented the MSIP 6: Comprehensive School Improvement Plan (Fall 2025 – Spring 2030) to the Board.  

     

    Mr. Bryan Shallenburger, Director of Special Services, provided the Board information regarding the Southwest Missouri Special Services Cooperative (Beacon) Agreement.  

     

    Dr. Holley Goodnight, Assistant Superintendent for Business, provided the Board information regarding meal prices for the 2025-2026 school year.  

     

    Dr. Goodnight provided the Board information regarding the MOPERM insurance policy for the school district.  

     

    Dr. Goodnight provided the Board information regarding the Occupational Health Services Agreement for 2025-2026.   

     

    Dr. Huntley provided the Board information regarding the Alternative Methods of Instruction (AMI) Plan for the 2025-2026 school year.  

     

    Dr. Huntley provided the Board information regarding the 2025-2026 student handbooks.  

     

    Dr. Huntley and Ms. Beth Hunt, Curriculum Director, provided the Board information regarding the request for curriculum and resources for the 2025-2026 school year.  

     

    Dr. Boyer discussed the amended 2025-2026 board of education meeting schedule with updating the meeting location to the Carthage South Technical Center – Community Room.  

     

    Dr. Boyer provided the Board information regarding the salary schedules for the 2025-2026 school year for all classifications and extra duties. Notable changes include a 3.66% increase to the base teacher salary, increasing it to $42,500, and all teachers will advance one step on the salary schedule.  The support staff salary schedules will also see a 3.66% increase to the base and advance one step. All support positions with a wage below $15.00 per hour will be raised to a minimum of $15.00 per hour.  

     

    Dr. Boyer provided the Board information regarding the preliminary budget for the fiscal year 2026.

     

    Dr. Boyer presented his report to the Board.   The Board met in closed session immediately following the regular meeting to discuss legal, personnel, and student matters in compliance with Section 610.021 (1), (3), and (6) of the Revised Statutes of Missouri.  In closed session the Board approved the following personnel actions:  

     

    Approved the employment of certified, support, and substitute staff as presented contingent upon receiving a clear criminal record check from the Missouri Highway Patrol and Federal Bureau of Investigation, and a clear check of the Adult Abuse/Neglect Registry maintained by the Missouri Department of Social Services for all employees new to the district:

She earned a Bachelor's degree from Southeast Missouri State University in 2004 and a Master's degree from Walden University in 2014 in Adolescent Literacy and Technology.

    Ocana, Brener, Spanish Teacher – 2nd Semester 2025-2026, Carthage High School – Mr. Ocana is a bilingual educator currently completing his Bachelor of Science in Kinesiology (Physical Education) at Missouri Southern State University. He will be completing his student teaching at Carthage High School with graduation expected in December 2025. In addition, Mr. Ocana served as a Paraprofessional at Carthage Junior High and has experience coaching at the Junior High and High School levels.
